City Hall Currently Closed to Public

UPDATE April 26, 2021: City Hall departments are open to the public. City Council, Boards and Commissions are still meeting via Zoom until further notice. City Hall meetings rooms are still closed to outside organizations.

Based on guidance from the Lake County General Health District, effective 4:30pm on Wednesday, November 25th, Willoughby City Hall will close to the general public due to Covid-19 precautions until further notice. Although the public will not be able to access City Hall, our staff will maintain normal operating hours and conducting business via phone and email. Below is an overview of how to access city services during this time:

Permit Applications and Plan Reviews – Building Department
The Building Department will continue to accept permit applications, plan reviews, etc. through electronic means. Submissions should be formatted in the most common document types (Word, .PDF, etc.).  Building Department staff will work with applicants by phone or email to process payments either by credit card or check. Inspectors/Plan Reviewers will communicate directly with the applicant(s) if there are any questions or concerns regarding the submission of construction documents.

There may be times when electronic communication is not possible. In those situations, please call to schedule an appointment. These appointments will be based on degree of necessity as determined by the Chief Building Official.

Water Bills
Payments for water bills can be placed in the drop box located outside of City Hall. Checks or money order only. Please include account number on check or remittance stub.

Programs – Parks & Recreation
The Parks and Recreation Department are accepting registrations for special programs and online at willoughbyohio.activityreg.com or by phone at 440.953.4200.

Solicitor Permits
