Overview
The City of Willoughby has a 2% municipal income tax. It is a tax imposed on annual net profits earned in Willoughby and all salaries and compensations. (Payroll Tax)
All residents over age 18 are required to file a return whether one has income or not. Retired individuals may complete an Exemption Form and no further filing will be required . City tax returns are due on the same date in April as Federal Tax returns.
RITA (Regional Income Tax Authority) acts as administrator and enforcer of the city tax for Willoughby and various other communities. Please visit the RITA website to E-File, to download tax forms, and for additional information regarding the city income tax.
