The Planning Commission has numerous duties related to the physical development of the City. This includes Conditional and Similar Use Permits, Planning and Zoning Map Amendments and development plan review. The Planning Commission is composed of 5 members who are Willoughby residents, four appointed by the Mayor and one City Council member. The Planning Commission meets on the second and fourth Thursday of each month at 7:00 pm in Council Chambers, which is in the lower level of City Hall.
